In 2008, research conducted by Omega revealed that high-income families took advantage of
Canada’s programs to encourage education savings at four times the rate of lower-income families.
The findings also showed that only 16% of eligible Canadian children had received their CLB. In response to this research, Omega initiated SmartSAVER in 2009 as a three-year pilot. As part of SmartSAVER’s commitment to advancing practice improvement, an evaluation was commissioned in 2010. The focus for the evaluation was on gathering quantitative data and using
ongoing learnings to make corrections to strategy and approach. In early 2012, as the initiative entered its last year, the evaluation shifted its focus to gathering process and outcome data.
